Non-Executive Director and Chairperson
Michael was Western Australia’s Under Treasurer for 11 years until April 2025. As Under Treasurer, Michael was the State Government’s principal economic and financial adviser, with statutory responsibility for the management and reporting of the State’s finances, including formulation of the annual State Budget. In addition to his role as Chair of the Keystart Board, Michael is also on the Boards of Western Power and the Western Australian Treasury Corporation. He has also been engaged by the State Government as WA’s Chief GST ‘Fairness Fighter’ and as a lead reviewer for the Public Sector Commission’s agency capability review program. Michael has a Bachelor of Business with Honours in Economics, and a Certificate of Management Excellence from Harvard Business School. He was awarded the Public Service Medal in 2020 for his outstanding public service to State Government finances, and was the Institute of Public Administration’s Leader of the Year in State or Federal Government in 2022.
Non-Executive Director
Rob McKenzie is a very experienced corporate lawyer, partner of McKenzie Moncrieff and counsel at Blackwall Legal. Rob was a partner and on the board of Jackson McDonald and a partner of major national firm Clayton Utz and national head of reconstruction and insolvency there. He is the Chairman of the Perron Institute for Neurological and Translational Science a director of the Australian Institute of Neuro-Rehabilitation. He has recently retired as a member of the Federal Government Takeovers Panel. Rob has acted or acts for a range of major accounting firms, banks, listed, public and major private companies and government agencies, in a number of industries. He was a director of the West Coast Eagles, Black Swan State Theatre Company and a Commissioner of the WA Football Commission.

Julie Keene is a Commissioner with the Insurance Commission of WA and holds Board roles with organisations in aged care, healthcare and disability. Julie has almost 20 years' experience in community services, aged care, disability, education and tourism industries. She is a chartered accountant and has held senior executive roles at Bankwest, Murdoch University, HBF and MyIntegra. She's also a non-executive director of Keystart GTE board.
Non-Executive Director
Sue Ellery served as a senior Minister in the Western Australian state government across diverse portfolios encompassing both service delivery and regulatory functions. Her portfolios included Child Protection; Education and Training, Finance and Commerce. She has experience in strategic planning, regulatory knowledge, project implementation and delivery, legislation; crisis management, budget development, government relations, communications, and stakeholder relations. Sue has an Arts Degree from the University of Western Australia and graduated from the AICD Company Directors Course in 2024.

Kerryn Edwards has over 30 years’ experience in the community housing sector, in both Australia and London. This spans social and affordable housing, shared ownership, mixed tenure, key worker, build-to-rent and specialist disability and supported housing. Kerryn is familiar with regional housing – having established and managed operations in both South Hedland and Broome – and has worked extensively with Aboriginal Corporations in regional WA to develop housing strategies and housing models for beneficiaries. In her most recent Executive role at Foundation Housing, Kerryn led a department of 45 front-line staff, providing services and support to a range of people in housing need, with a focus on sustaining positive tenancies.

Donna Lynch has comprehensive expertise in rural policy development and experience in rural production in Western Australia.

Sean Cameron is currently Director, Agency Policy and Budget Analysis at WA Treasury and has oversight of approximately 40 agencies. He has over 30 years of experience in this industry.
Chair of the Country Housing Authority
Glyn Yates has extensive experience in the community banking and financial services industry (Community Bank Director and Chairperson), local government (Councillor and Deputy Shire President) and as a director of SMEs in regional Western Australia. Glyn is also the Chairman of the Country Housing Authority and non-executive director of Keystart GTE board.

Caterina (Kitty) Prodonovich is the CEO of the Regional Chambers of Commerce and Industry of WA and sits on varied business stakeholder bodies and committees. Kitty brings extensive knowledge and experience in the small businesses sector, housing affordability and community and economic development in regional communities throughout Western Australia.
Chief Executive Officer
Mark Tomasz has more than 20 years' experience in financial services, joining Keystart in 2024. Mark has held a number of senior executive positions at HSBC in Asia, Europe and Latin America. He is a qualified CPA Australia accountant and Board member of Nakuru Hope, a charity.
Chief Risk Officer
Felicity Zimmermann joined Keystart in 2021 and has over 20 years' experience working in financial services as a banker and lawyer. Prior to joining Keystart, Felicity held senior management roles at ANZ Banking Group in Perth and has worked as a finance lawyer in financial institutions and international law firms in London and Perth.
Chief Information Officer
John Patmore has over 20 years' ICT experience gained across various industries including financial services and education. He has been with Keystart since 2010. Originally from the UK, John held a number of roles for companies in London, working with a variety of clients across Europe and North America.
Chief Financial Officer
Nicole Brown joined Keystart in 2022 and has 20 years' experience in Australia and overseas. Prior to joining Keystart Nicole has held finance, risk and commercial roles at Bankwest and CommBank after starting her career in a Big 4 professional services firm.
Chief People and Corporate Services Officer
Claire joined Keystart in 2021 and commenced in the role of CPCSO in December 2024. Claire has 25 years’ experience in HR, operations, organisational development, and transformational change across diverse industries, including private health, utilities, tech startups, insurance, legal and professional services.
Chief Customer Officer
Prior to joining Keystart, Liam has worked in-house for, and consulted to, blue-chip FMCG, e-commerce and financial services businesses in the UK, Australian and the US. His recent remit at the FTSE 250 organisation CMC Markets demonstrated both his passion and ability for delivering world-class customer experiences within the finance category.
